The Apartment People:
Sylvia - Quick-witted, divorced, chain-smoking aunt you always wanted but might not have ever had.
Pamela - Sylvia's BFF, currently taking cooking lessons from Sylvia's ex-husband, Rod
Craig - Sylvia's Nephew, A bit of a goof and a geek
Danielle - Moved in post-college with Mary-Tyler-Moore spunk, and later rocks an adorable/library-haunting look
Phil - Immature, sleazy goofball. (See "Woot Prep College Girls") Danielle's on/off ex. [This week, they are - ON]
Brant - Lesley's long-suffering boyfriend, very go-with-the-flow attitude that helps maintain his relationship with his "other half"
Brant's Puppy - Could be named Raoul. Often referred to as "Nameless Puppy"
Lesley - See Ruttles & Co people. Long-term girlfriend of Brant.
Mike - Was watching Sylvia, we don't know why. But it's not good news.
Raoul - GBFF for Leslie, who [spoiler] thinks he is a robot [/spoiler]

Peripheral Apartment People
i.e. While not in the apartments, these people are linked indirectly to the main Apartment People.
Rod - Sylvia's ex. A hinted "I'm not sure how I feel about you" relationship with Pamela.
Millicent - Sylvia's twin sister. Both seem to have a hint of the awesome.
Hinkle and Miller - Beat cop and Homocide detective. The buddy cops. Were watching the apartment. (I hope they show up again eventually.)
Chief Encharge - Hinkle and Miller's boss.
Ernie - The door to-door vaccuum salesman, who takes advantage of the golden grail in Nestoras' apartment complex. Everyone buys from him, and they don't even know why!
Marjorie - Ernie's wife.
Brandi - Ernie's gold-digging sugar doll.

Ruttles & Co People:
Lesley - Potentially OCD, vaguely unhinged, and married to Brant. There is an entire file devoted to Lesley in the back offices of Ruttles & Co.
Maurice - Manager of Ruttles & Co, expects to retire on "The Leslie File" which is probably a "This American Life" episode just waiting to happen.
James "Jimmy" Greenwood - Top mattress seller at Ruttles, kind of mild personality (great for customer service) and has figured out how to get Lesley in and out of the store without causing a meltdown, apparently.
Lisa - Danielle's friend, but not living in the apartment. Hired on at Ruttles, and drop-dead gorgeous, according to all accounts. Also has an acting job doing webisodes to sell furniture. (Hrm...)

Woot Prep College Girls
Honor - Friends with Charity, Purity, and Hope from HS.
Honor's roommate - Pals around with Phil. A lot. Thinks he's hilarious. It's not serious. Often very confused by the innocence of Honor.
Chastity - Not great swaths of development on Chastity, has some soul-searching to do. (She'd probably make a great vet story arc for Pets.Woot)
Purity - A go-getter, probably valedictorian, goodie-two-shoes TO THE MAXX. :D (Hates Honor's Roommate)
(Hope - wait, is Hope not in the dorms? OH, GOD, THERE'S NO HOPE, IS THERE?!)
Ophelia & Juliet - Roomies, probably drama/english majors from their speech patterns. (Total immersion acting FTW!)
Scarlett - A little rowdy. Not much info.

Out of the apartment complex, into historical characters
Nestoras - Previously crushed on Sylvia. Also, previously the supervisor of the complex. (Moved to Greece in Jan 2013)

Giovanni - Another poker buddy, has a "recent" contract with Nestoras

Who writes these things, anyway?
It's a rotating batch of writers who provide content for the blogs and the write-ups across woot, so various ones end up here.The roster as of Autumn 2012 is here. One of them wrote whichever post you're thinking about. Probably.
(Spoiler: Most of the later Home.Woot passages were written by Scott Lydon and Amy Nance. And they rock.)

When Woot finds posts relevant, where do they keep them?
They usually have their own trackbacks for plot points, which they've been cataloguing in woot-off blog posts.
