Mishandled product.

The package did not include the correct quantity of paper clips as described. Only 17 of 100 paper clips were received as shown in the picture. The packaging did not have any holes. Therefore, mishandling while packing may be the issue. Very annoying now that I have to go out and buy it again. I was planning to use them to put up ornaments on the Christmas Tree. Further delays...
