Half of the screen is washed out no matter how you look at it

AOC 20" monitor: I bought an AOC because I have a bunch of other AOC monitors and they work fine. I can't see the whole screen at once and this is only a 19" monitor. I couldn't read anything across the screen without adjusting the monitor or moving my head to the side. I tried to use it as a CCTV monitor and there is no sweet spot to see the whole picture at once. The display is also overly bright and washed out. I adjusted the gamma, color and sharpness to the lowest setting and the whites are washed out and the darks are reflective. This was a refurb. The monitor looks new however
