Missing Wisconsin

We got two Washington DC figures and no Wisconsin figure. There were also only 52 figures and not 53. The packaging was horrible to open. 52 sealed compartments each with a plastic bag inside to open while two impatient toddlers ask you to open faster. It’s worth the $14 I got it on sale for but absolutely not anywhere near worth the $80 regular price.
