Not as absorbent as marketed

We have a chihuahua, she's on heart pills one of them makes her pee a lot it seems to happen for her in the middle of the night so I set up the pads. It never fails that I have to also mop as 2 layers of the pads doesn't seem to be enough to stop the leaks. They catch most of the piddle though.
