Does not cook rice fully

Doesn't cook rice fully. Says "1 cup rice to 1 1/2 cups water." Rice comes out under-cooked big time. I was suspecting this would not work when I saw the huge hole in the lid. How can it cook rice with that big hole letting out the heat?
